This has very much to do with the point of your post: you can request a refund but with that much playtime it's likely to be declined.
The refund policy allows for this, assuming you're within the policy window.
Otherwise no. If the game was worth full price to you two days and 16 hours of play time ago that's that. I guess the question is how many days later can a sale be before you don't mind it?

Sales happen all the time, you just need to keep an eye out for when deals to happens really.
- Deals happen on weekdays, & weekends.
- Deals happen on sale event such as summer sale, winter sale, or etc...

- Some has daily deal.
- Some has weekday, & weekend deal
- Some has bi-weekly, or bi-monthly deal.
- Some makes bundle deals, and can be random too.
Log in to the Steam client - click on help at the top of the screen - click on Steam Support - click on 'Purchases' - click on the game - "I have a question about this purchase" - explain the issue politely.
Don't play the game at all until you have received an answer.
Asking for the refund to go to your wallet seems to help.
