Note: Format deletes all files on a drive
Move all files of one of the ssd to another place.
Setting it up as when it was new. Especially removing the read only setting etc.
They should run fine as they come. Test it with that drive then.
If still not working, trying another sata slot. (Maybe setting up fresh again)
Be carefull to handle the target ssd only, not deleting something else.
For example... Steam applies caching, so if the client has already occupied some problematic storage sections then this could easily happen.
And of course... how large are the files you try to download using Steam vs. the files you tried to download from other areas? Size differences could also explain this.
Another one: temporary files vs. regular files.
There are dozens of scenarios which could explain this behavior. Most of all: if this were a bug within the Steam client itself then we should have seen a lot more reports like these. Yet.. nothing.
1) your anti-virus killing the download
2) your anti-virus heuristics is killing it
Note that many antivirus have 2 modes
1) standard scrubbing of antivirus based on known signatures
2) a 'hueristics' model which guesses if something is a virus. These things guess wrong 99% of the time
Likely your 'shield' module is one that is 'guessing' the steam download is a virus and kills the download.
Honestly nearly all consumer level anti-virus is utter garbage. You're honestly better off using MS Defender which is free and does pretty much everything most other anti-virus does anyway and doesnt contain ad-ware or other nag-ware nonsense.
