Get better internet service. You know your internet limits. You are 100% responsible for keeping to them.
Steam also doesn't update every day. If it does, there is something wrong with the Steam install on your end. Keep that in mind.
You say you want this resolved, yet you post on a user forum. You won't reach Valve here. So you can wait til the end of times if you approach it this way.

I also don't get how this user assumes Valve owes him reimbursement, or would even entertain the demand?
Also at second reading: how many disks came CoD:AW on? I somehow doubt that you installed it from disk. And even if so, it was outdated and before launching would require an update.
Only run the one you're currently using. Plus right click on every STEAM game and set the option for them to update ONLY when you play them.
Do not forget to set your options on every program too. This saves a ton of issues and trouble with games or game applications automatically updating. It is a bad idea to let them auto update. I usually update them right before I begin to play them, minus say Skyrim updating because I hate CC updates that ruin your SKSE reliant mods.
No, STEAM will NOT pay you for a mistake on your part.
The COD games are known update monsters, I believe current COD patches run around the 30 gb range.
The ISP were ♥♥♥♥♥ for proposing this solution.
I still remember when the XBONE launched, an audience member asked what people without internet access were supposed to do, and they were instructed to buy an Xbox 360.
Soooooo..... Not the best service in comparison but if it's all you have access to you're still not cut off completely when you use up your bandwidth allotment.
Imagine that happens on a smartphone. You could end up poor.

You are not going to get any sort of official response here, I doubt anyone who works for Valve will even read it

In the future you might want to put Steam in Offline mode once your games are up-to-date to avoidn further updates.
And since it's the same game whether you play it SP or MP it's going to demand to be updated due to the MP part of it before launch.
As someone who also is a mostly SP gamer I kind of miss when both the SP and the MP part of games were more independent.
