It's not. "Banned" as in completely forbidden is a very rare occassion in Germany. Most games are just not allowed to be advertised or sold over the counter. Which is the case here.

The store page is region locked. As I just tried to tell you: banning a media is something completely different in Germany. Please don't conflate the terms. If the game was banned (beschlagnahmt) Steam would not be allowed to sell or even distribute! it (i.e. allow it to be downloaded) to Germans.
And it DOESN'T sell it to germans.
Can you buy it from german store? No.
We are talking about gifting the ROW copy of a game here.
That has nothing to do with the region locked country store.

Seized means, there are no copies in the country shop to sell.
It means a lot more. And Steam is lucky that there have no yet been any investigations into them breaking the law. *cough* selling games to underaged *cough*.

If it meant more, they would come to your house to get the movie or the game you bought.

I don't need to read it. I know what it means. DISTRIBUTION and PROVISION is also a criminal offense. So yeah, it means more.
That's why "banned" is entirely the wrong word to use when talking about Germany. The legalities surrounding this topic are more facetted. Especially for using a term that gamers made near void of any meaning.
What happens if you bought a game on cd that gets seized status? Will you destroy it and wash your eyes?
If you buy a movie replaying it does not mean it gets distributed each time.
You playing the game does not mean you or the seller does what your quote says.

You do own the physical media the material is printed on. That's different from digital. The platform provides access to the media.

Its not distributed when you own it.
Its the same as when you own the cd. Just safer.
If you quote laws, understand the context. The law does not say that you are not allowed to play it. Therefore owning it, installing it, playing it is fine.
The only thing steam is involved in is the installing bit. That is not distributing, as the purchase is required to be able to install. And the purchase did not happen in the local store. But it happened already.
