No POSTAL 2 on Steam (Germany IP)
Hi, my friend crafted badges so he got an coupon 66% for POSTAL 2 that he gaved to me because i wanted it and when i want to buy the game from that coupon, it doesnt give me in store. After a while he got another coupon for postal 2 with 50% sale and he can see it and hes from Romania... if he buys it for me as a gift, can i play it? or it will be sort of disabled game on my steam library?

He can, i mean he can gift, put his info about payment, and then just click continue... but idk if i receive the game in library, it could be blocked because of country?

It might be banned in Germany.
And the answer to your question is YES, you will be able to play it safely from your library.
The version he woud be gifting is ROW and not region locked.

The store page is region locked. As I just tried to tell you: banning a media is something completely different in Germany. Please don't conflate the terms. If the game was banned (beschlagnahmt) Steam would not be allowed to sell or even distribute! it (i.e. allow it to be downloaded) to Germans.

We are talking about gifting the ROW copy of a game here.
That has nothing to do with the region locked country store.

How can someone distribute a game to you that is already owned by you?

What happens if you bought a game on cd that gets seized status? Will you destroy it and wash your eyes?

If you buy a movie replaying it does not mean it gets distributed each time.
You playing the game does not mean you or the seller does what your quote says.

You don't own anything on Steam.
You do own the physical media the material is printed on. That's different from digital. The platform provides access to the media.

The media is protected with password. So its even safer than having the cd in your home.
Its not distributed when you own it.

Its the same as when you own the cd. Just safer.

If you quote laws, understand the context. The law does not say that you are not allowed to play it. Therefore owning it, installing it, playing it is fine.
The only thing steam is involved in is the installing bit. That is not distributing, as the purchase is required to be able to install. And the purchase did not happen in the local store. But it happened already.
