I'm fairly certain that's not a bug. It's been like this for as long as me and my friends can remember.
Another similar occurence is environment logs for the hidden realms. These are already present on the map as logbooks, but only the host can see these.
On top of that, N'kuhana's Altar in Wetland Aspect is also present for the host only. It will spawn as long as there is at least one player in the game who has not completed the challenge, even if the host already did, but again, only the host can see and touch the altar and, with that, complete the challenge for everyone.
So far, that is the only cases of instanced entities I've encountered.
I've not looked into it, but I guess explosive entities and the timed chest in Rallypoint Delta might also be instanced.
What exactly are you trying to convey? Did you experience Newt Altars being instanced, just like they are, or are you doubting that they are instanced?
If it's the former, you're just providing evidence for my prior statements.
