Report a translation problem
Both are somewhat demanding, but TW3 is probably the more demanding between the two.
My rig is a laptop (needed it for portability - college life amirite?), with 16GB RAM and a GeForce 965m overclocked, as well as a 4th generation i7 (4720?) processor. Can run most newer games at comfy settings without a hitch :)
MINIMUM:
OS: 64-bit Windows 7, 64-bit Windows 8 (8.1) or 64-bit Windows 10
Processor: Intel CPU Core i5-2500K 3.3GHz / AMD CPU Phenom II X4 940
Memory: 6 GB RAM
Graphics: Nvidia GPU GeForce GTX 660 / AMD GPU Radeon HD 7870
Storage: 35 GB available space

The overclock "might" help, but still, very close to not meeting or actually not meeting the minimum.
And that is the minimum, keep in mind.

Because I highly doubt it has a 250 Hz display. I don't think you can get one that does.

So running Windows in max performance mode would surely be needed, as then turbo gets you just over the minimum speed for TW3.
Which brings about another problem....overclocked GPU trying hard to keep up , MaX turbo on the CPU = HEAT...lots of heat, especially in a laptop.
My GTX 970M can barely maintain 40fps and can sometimes dip to 24fps.

250 fps was referencing the fact that my GPU can handle optimized games quite well, has nothing to do with a monitor. And meh, I appreciate the advice but people also told me Id be running 20 fps on Arma 3 with my setup, I was averaging 40fps on decent settings. So the numbers are good referencing but games that I was told I couldnt run I was able to run just fine. So no worries about that. :)

If you play the single player, it is good, but none of the three protagonists is really a good and nice guy; it is GTA but still, why are 2 of 3 of the guys such douche bags.
If you play multiplayer, it can be a lot of fun and if you meet good guys it is really good.
But if you meet bad guys you will get killed as low level from a group of high levels, just because they can.
So, I only know GTA V, not the Witcher, but I'd say, get the Witcher. Chances are, you will have more fun there.
