Report a translation problem
it's so important that they can't tell you without friending them. sounds suspicious to me.
These people will tell you that they "accidentally" reported you for having "duped" items (even though duped items haven't been a thing for a really long time) and that you need to add a "Valve Admin" in order to "verify your items".
Just block and report anyone who approaches you using this method.
First off you were suspicious and Googled the intriduction text. Then you asked here.
Bottom line, if it smells fishy assume it is. You lose nothing by ignoring them. If it's that important to you, then Valve will have already told you.
If it becomes a consistent issue, you may want to consider changing your privacy settings.

Change your password on a secure device.
