While "OldRim" is a decent game you'd be paying more for less. The SE includes all available DLC whereas you'd need to buy them separately for 'OldRim'. Another advantage is the modding community: most have moved onto SE which leaves OldRim... well.. unmaintained.
And of course the game itself: the 64bit engine means that it can use much more computer memory which also enhances stability. Not to mention the graphical updates.

(edit) Especially during a sale such as the one at the time of writing I'd say that SE is the most appealing version: slightly more costly than 'OldRim' while giving you tons of extra contents.
The old version is skyrim normal edition we call it SNE, and SSE for Skyrim Special edition.
So the SNE is a 32bit app, which has some limits, there is mods that breaks the limits allowing you install more mods past the limits, but again this is a 32bit app game. There is Steam workshop for SNE, but do note only these mods are made for SNE, and the workshop is only for the SNE, for other mods you have to look towards nexus mods site.
For SSE is a 64bit app, which has basically no limits, well the limits would be your system in this case for how much VRAM, and RAM you have, and if your hardware can support amount of mods you inject into the game, there no limit remover mod needed for this version because it's 64bit, unlike the SNE which is 32bit. Anyways SSE does not have Steam workshop sadly, they do have a built in mod shop inside of the game, which you can download the mods, but the issue is that some mods cost money to even get, and some of them are free if you get them from the mod sites instead of using the ingame mod store, don't ask why it's like that, it's just is, and that just how it's going to be sadly. If you seek most of the good mods, and etc you would have to seek nexus mods site, which can provides you all the mods you want. Please do note, that SNE mods are not made for SSE, and same vice versa, so ensure you visit the correct site page for the right version of the mods you seek.
FYI it's importan to read the mod page to see how to install them, and what order they need to be as well, as some mods need to lost 1st before orders, or else it breaks, or cause issues.
There is a performance difference between the SNE, and SSE, but this comes down to your system hardware, if you got a beefy system, get SSE, enjoy the 64bit version with great mods. The SNE more idea for people that running on toaster laptops, or low end desktops.
SNE is not on sale, and don't think they will ever be on sale ever again when SSE came out. The plus side to SSE is that you get all the DLC's, while the SNE you have to buy all the DLC's.
I recommend SSE because you get all the content, and it's cheaper, and if not using a toaster laptop, you will have a good time.
