Try downloading steam again and install OVER your current steam installation (making sure not to erase your steamapps folder especially). Then try again.
This could be associated with heavy traffic from the sale. I could barely log in when it started.
If not though... this could be another instance where we need to fight for our right here gamers. Ain't no corporation ever, ever gonna tell me I need to be connected to the internet for a singleplayer game.
YOu're misunderstanding.
Your steam installation sometimes gets a file corrupted here or there. It happens sometimes, and is fixed by doing as I've already told you - installing anew over the top of the old installation.
It DOES NOT mean you're going to get corruptions time and again.
Two things.
First, do not bump threads please - that's against the rules here.
Second, corruptions in the general sense will never likely be fixed because we're talking about CORRUPTION, not bugs - stuff that happens localy between the Valve servers and your end machine (usually your end machine).
All you have to do is visit where you install Steam folder, move "steamapps" folder outside of Steam folder, uninsteall Steam, ensure the Steam folder is gone, if not delete it. reinstall Steam, place back your "steamapps" folder, login to Steam, and try out the offline mode to see if issue is resolved.
If you're using 3rd party software that interfering with Steam client, that removes, or pervents, read, and write permissions for files, and folders, then you need to whitelist Steam in your 3rd party software that interfering with it, so it doesn't cause anymore problems.
Thing is, you need to provide more detail as otherwise we're just guessing.
"corruption" tells us almost nothing.
Please tell us exactly what happens step by step when you're trying - any messages. As much detail as you can give.

Click offline mode.
This is why following guides EXACTLY is important.
There was ZERO reason for you to delete your steamapps folder.
Unplugging a wired connection or disconnecting from the wireless network you're connected to, and THEN trying to boot up in offline mode, should work. You could also physically remove the wireless network adapter if you're using one, or disable it in Windows' Device Manager (assuming you're using a supported version of Windows).
