In-Home Streaming only displays devices in your local network.
Hello, Mr. Furious! I've done a router reset to be sure, but I think those were actually my brother's PC and my mom's laptop that showed up in the In-Home Streaming Tab. One thing worth mentioning is that they both use W10 and for some reason instead of seeing that device's actual name, you see Desktop-XXXXXXX (Xs being some random letters and numbers). I still use W7 and I see my computer's actual name when checking the In-Home Streaming Tab from another device used in my house.
Your situation though sounds more troublesome. I do recommend resetting the router, like I did, checking the names of the other devices connected to Steam through the same internet connection inside your home and most of all sending a ticket to Steam Support.
