They’re asking about what a developer need pay.
No since they are not registered as a new AppID but rather as a new DepotID
The Steam Direct $100 fee only goes down for registering actual Applications (with a completely new AppID)

So @Topic: No it does not cost you extra $100 to release a DLC. You simply update the file-pool of your base game and create a new depot for a DLC that should be buyable. Then you link your desired DLC files with said depot and there you go
Simple, if it become a release then it would require the same procedures as a nerw release, because it is.
If Devs decide to include the stabdalone files in the download pool of their initial release then it is a DLC and therefore free to publish. For example Call of Duty Black Ops 3 has several Multiplayer Kits as DLCs while the multiplayer itself is a DLC as well but it is standalone so you either launch the singleplayer game or you launch the multiplayer
If devs want it as the actual standalone then they will need to introduce a new game which then will need a new publishing fee to be paid
