So, in games it does indeed depend on how much the devs/publishers invest in this. If they've got good servers that aren't congested and aren't connected through a long line of other servers, you can get good ping and good performance.
However, if they're cheapening out on server costs, you can find even close servers can behave badly if they're routed through tons of others to get there.
Your best bet is research beforehand, sadly. There's no other way to find out.
