General rule though, they will never let anyone know in advance on any sale.

Interesting thing is not a single Valve game on there that I could see, not even Left 4 Dead 1 or 2 (which would fit much better), let alone CS:GO. I would guess no for CS:GO, as the Halloween sale tends to be fairly themed - far more likely to see it discounted during the Thanksgiving/Black Friday sale which has a much bigger and wider selection of discounts generally.
