How to make a bug repport?

I try to find a way to make a bug report regarding the steam client.
I can not find where to open a ticket for them.
for the contexte:
I put a game (EU4) explicitly on a "Update only when i launch it" option, and it begun to update it next time an update was available (before i even did anything ...)

How did you tell? I mean, did the game physically change or did you perhaps spot the update in your download queue?

i've seen it in the update queue, it begining to download his (major) update of 500 Mo.
Then i stopped, and choose the beta branch of the precedent version (wich was my intention from the get go, but it is still anoying) wich was solving the issue, but it is not worth to have an option if it does not work.
