Just refunded a game yesterday and got the full amount i payed back.
Its possible that you used a combined payment method like Steam Wallet + PayPal, the refund money will be split exactly the same way you payed it. So some goes to Wallet some to PayPal.
Check transaction history.
As others have said, there is no refund tax.
