False equivalence.
How did you determine that those two regions are not simiilarly congested? How did you determine that the recent throttling by ISPs due to the coronavirus (and retaining bandwidth for emergency serrvices) isn't stil in effect?
You cannot, so you cannot equate it to be that.
The fact remains you should try regions on the other side of the world - try looking at regions where people are asleep - they aren't like servers when you're gaming, where you need to choose somewhere near to you and have low ping.
I almost read that as MB/s LOL
During peak times I get around 10 - 20 MB/s. off peak I can get the full 120 MB/s from gigabit.
There are probably a lot of people staying home right now, causing congestion - especially during peak times.
You wouldn't be the first. I have about 790 mb/s today from D.C.
Again, you have to take into account that many regions have still got restrictions on bandwidth due to the coronavirus.
If your ISP is a notoriously ♥♥♥♥♥♥ one, even more to the point. I've heard that especially in the US, ♥♥♥♥ ISPs LOVE to have excuses to throttle Steam.
The fact remains that you CANNOT draw the conclusion it's Steam when it can be a whole host of things. You'll never get to the root of it with flawed assumptions.
right click your start button, then click on command prompt (Admin<< must use the admin option).
Type the following into the elevated Command Prompt and then press Enter:
bcdedit /set useplatformclock false

I was getting only 30Mbps instead of the 100Mbps I got in tests, and my mouse was chopping all over. It started after the last Windows update. For some reason Microsoft keep setting the useplatformclock to TRUE when they update, so you have to go back in and shut it off again to fix it.
1 MBps = 8 Mbps --- 1 Byte = 8 Bits
Most internet providers measure their speed in Mbps. Steam downloads measure in MBps. Multiply the MBps x 8 to get Mbps. That will show if your getting the fastest speed of your internet provider.
