Devs /pubslishers can choose to opt out of Steam family sharing. Some games are a given why they wouldn't be possible to family share because Social Club account can not be shared, hence only one person can be using it, same with Uplay games, and other games that calls out to other services/clients.
Still can't family share either way.
See: to play GTAO you need a SC account, but that gets linked to your Steam account. So you can't use their SC account using your Steam account, simply because it's already linked.
So don't do it. GTAV is often priced 15$, isn't worth the risk to lose your account for such a sum of money.
