Report a translation problem
I play on all platforms, and use various online services. I have no particular bias towards one or another.
If you buy a game on Steam it is bound to YOUR ACCOUNT, not your hardware. Just like if you bought a game on PSN, and your PS4 went kaput, buying another PS4 would mean you just download your games again. It's exactly the same.
Before I retired a few years ago, I would use one hard drive to bung my current Steam games on and play them on one of my PCs at home, or at work. Same account, same games. Now I' just use the one laptop. Again though, different computer.
So now the other part of your question.
If you haven't played online GTA on the PS4, then it's very much another game in itself. It is utterly worth the money if you're into online play. More so on the PC, as while there's a whole host of daft things to do on the PS4 online, the PC will ALWAYS have the larger choice of mods for obvious reasons.
But I echo James' point here - wait for a sale.

And why are you copying my post and trying to pass it off as your own?
Correction, you can TRY.
The point is you are free to do so, but you only have the automated refund if you fulfil the rule of 2 weeks/2 hours. Other than that, it's down to extenuating circumstance.
I'm only over egging the pudding on this because myths spread REALLY easily on here - look at how many posts on any thread are just nonsense people posting a for community badge that no longer exists as part of it.
