Civ VI - Epic Games Base w/ Steam DLC

Hi,
If my friend got Civ VI with the Epic Games free deal right now, can I gift him the DLC from Steam and it will work with his games?
I ask because when he tried to join my game, it redirected him to Steam to purchase the game.

Note: No, we were not using the new Unified PC Play and yes, once we did everything was fine.

No. Steam DLC requires the original licence to be owned.

Pretty sure those are included with the Complete/Platinum Edition DLC
