Report a translation problem
First of all, it really only is relevant if the problem persists. It might be a one-off. You'd be better testing as much as you can, doing a bit of process of elimination and reporting here then we can assist a bit better.
It could be the program you're using to stream, and/or any additional hardware. It could be other software, or something to do with the game itself not playing well with other software or being streamed (wouldn't be the first time a Capcom game was a bit wonky on PC).
What I would do is that provess of elimination I mentioned. Try replicating it first of all, then next time try ONE thing changed and see (such as a diffeernt programs for streaming), and so on.
All the basic stuff first: Update the drivers, check the temps, make sure the GPU is properly fseated, check all the cables are properly in.
If all those don't change anything we'll see if someone can think of anything else.
(This a very short thread, so I hope OP doesn't mind the necro. And crunchyfrog always has great advice. )

Some people seem to think it's HDMI cable-related, but that wouldn't explain why you're getting slow down. Worth testing though.

That is seriously weird and messed-up - it looks like a severe driver issue, so you could do a total clean driver install. It could fix whatever's corrupted.
Also, while sfc is great, it couldn't hurt to run a dism scan (see the link below) as well. It might not find anything either but at this stage, it couldn't hurt.

Have you tested your RAM using a utility? Because that sounds like a typical problem when RAM goes bad or has problems.
What other tests have you done?
Have you tested the GPU? Are you using a laptop with the onboard Intel graphics chipset? THat ones important as many people try to use these cheap laptops as gaming devices and they CAN work but one update can mean you get a scenario like yours.
Now how can i test my RAM? My GPU maybe? My laptop system is:
Processor: Intel(R) Core(TM) i7-8550 CPU @ 1.80 GHz 1.99 GHz
RAM: 16 GB
System type: 64-bit OS, x64-based processor
Also i don't have a graphics card, i've never had it and it's always worked before except for now unfortunately
I'm not quite sure i'd like to wipe everything from here, even if i know how to. How can i even do this?

You MUST Have a graphics card or you'd never be able to run your PC.
If you need to find out what it is, type the following into the windows start box:
dxdiag
Hit enter, and from the page that comes up, click on the second tab. That's your graphics card.
As for the scans and testing, you should have a bit of a google. There's a variety of utilties out there for specific purposes.
Then it would be "Intel(R) UHD Graphics 620"

Those graphics chipsets, as I said earlier are NOT for gaming. Many make the mistake of buying these cheaper laptops and such thinking they can game, and in many cases games WILL run.
But the problem is they either don't run well, or one update one day borks it all.
I've heard of the red lines on the screen with this chipset, so my money could be on this.
I suppose you could try and see if you can roll back the graphics driver and see if it changes. You'd need to Google3 how to do that.
How can i possibly fix this? Thank you for helping so far
