That being said, since your new to steam, its good that your careful. Dont open yourself up to scamming, when something is weird, like people adding you, better safe than sorry, just ask.
Also, a general rule, no person affiliated with Valve or Steam will ever add you. Theres alot of people posing as Steam Moderators, adding people to scam their skins, its fake, dont fall for it.
For a start. I get random friends requests all the time, and I accept them. Don't be afraid of them, as long as you don't do dumb stuff like click on external links or fall for appeal to greed (like offers of money for some of your stuff) you'll be fine. You can always unfriend them if they turn out to be wrong uns.
As far as the playtime goes, it's probably like James points out - they're idling various games to earn cards (as Steam cards work this way). So accruing a ridiculous playtime is possible.
Lastly, I wouldn't use the playtime as ANY metric of use anyway, as it's woefully buggy. I've got a similarly large number of games on here, a lot from indie bundles and so on. Many of them I've just installed and ran once just to see if they work, so the playtime should be just a few minutes, but some of them are in hours.
It's wonky as hell, so don't trust it for anything.
As far as a heads-up for scamming, consider this simple rule for life on the whole - if it has value to someone, there WILL be scammers for it.

A moderator will lock it if people keep posting and it gets silly, but you don't NEED to do anything.
