There is no need to download anything. Just right click on a game in your library -> Manage -> Add desktop shortcut.
Especially DO NOT move the executables out of their installation folder.
i dont have a Solution for you because i cant fix what you already have lost

Longstory
and i solve this a odd way. ( i was helping a Neighbour with Recylce BiN , so i had enable mine
i was Looking for a app that could better remember file and lost object with folder and full file name, i do remember once see such app . decads ago.
so i tried to help another steamer with something and i wipe GUI and reset my steam.
and then i also got this blank desktop icon issue.
and did same BS ( sorry but if it dont work then it is BS its a steam issue not windows reset.
ico.db
but they got 1 thing right you need to goto folder and see .ICO so windows seem them again
and its here its lost you just wipe the folder, but i could restore my
E:\Program Files (x86)\Steam\steam\games from recycle BIN ( garbage can )
and i still have to go there and browse through them as view all ########.ico files in folder view.
rest was update through refresh desktop and all icon vwas restore.
and its here it get complicated ( no one has backup files of .ico folder at steam.
sure you have the shortcut at desktop or other folder with all games shortcut.
maybe someone should complain to steam or other idea of backup those icons.
sorry for the long story , untill someone got a better solution or way to restore it.

sure i can be hard in a syntax
backup steam icon with a batch file to document folder then its part of MS onedriver
#:\Program Files (x86)\Steam\steam\games
and maybe its something steam should look at and get better option.
ps.
point is not sure how it happend or part of clear download cache or web cache / cookie
and i think the issue is webcache.
atleast we have a folder now and how i fix mine.
( maybe people should start use Recycle bin. )
dont forget mine was on max try to solve neigbours mistakes
and i cant help a person that delete pictures then he has so many entry with pictures and own faulth for all is named pictures.. but now he solve our blank .ico on shortcut ..well thats funny as hell.

i can only say waste of time ( except the part of understanding the refresh folder so system read the .ico in the folder. rest was totaly useless and somehow got mixup with steam own .ico folder
problem is how the hell do we get people to back it up and restore it then need it. before its to late and lost ( same with all the shortcuts ) so you dont have to recreate all again per game.
i think it will be faster to get steam to do a dump all in new steam folder games ### so all shortcut and .ico is corrrected.
EDIT: WHEN you would need to refresh the windows icon DB is questionable. It usually works eventually, given the process I've stated above. There are plenty of times it doesn't work while I've been experimenting. The only thing that is certain is, IF you have the icons in your steam icon folder, Rebuilding your icon cache over and over again will eventually work.
EDIT2: Interesting thing, The icons I get steam to download can easily be redownloaded using the verify integrity function. The "problem" games cannot. It is like steam is unable to recognize that the games I have backed up are missing icons, even when it clearly has the ability to recognize when I have deleted an icon in the icon folder. I have a feeling there is a old file somewhere I need to delete, from before my windows reinstall.
EDIT3: Verifying integrity has started working! Why? I don't know. It has been verifying without downloading an icon for a while now, but now it works for some reason.
Click open with blank game url and choose browser ( not chrome or other browser just browser )
