Yes, as there are a number of links in the chain between Steam on your PC and Valve, you need to go through process of elimination step by step.

Start off with what YOU can control - stuff at your end.

So, check your PC. Look for your antivirus or any other software that may be throttling speeds. Check Steam's settings haven't been set to inadvertently throttle speeds, and so on. This is something that is entirely unique to you, so that's something you're going to have to trawl through thoroughly. Make sure you're using a LAN cable and not wifi.

When that's done, then you can move onto other questions. Do any other applications or downloads throttle right now? Are you sharing your network with others? Does your router/modem show that your bandwidth is being maxed out? You need to build a picture of what is coming into your house and see if there's an issue there. If you are having issues with other applications too, then try another device such as a console or tablet or something and see if the same result happens there. If it does, then it's nothing on your PC and something else entirely.
If the problem persisis both on LAN cable and wifi, then the issue also lies elsewhere.

If this is the case, check your cabling and it's rounting. Make sure you don't have any power cables close to or wrapped around data cables. Make sure your modem isn't sat on top of a telly or fridge or something. Always keep data cables WELL away from sources of rf interference like power cables.

Check your modem next. Has it's firmwaire been updated recently? If not, do it. Go to the manufacturer's website and check. Of course, rebooting the router completely too.

When you've exhausted these things your end, then you can move on to other things. But DO NOT dismiss these. DO these first as it makes troubleshooting this much easier.

Now, where are you? Are you in a dormitory or something similar where you share a network? If so, then it's quite common to have a speed of connection like you say but the network admin throttles services like Steam. The only way to find out is to ask your Network admin. If you live in a private home, then check your ISP. It is far from unheard of for shady ISPs (especially if you live in the US with their crappy ISPs) to throttle services too. I recommend Googling for answers from other users on that one, as ringing their staff is likely going to be, shall we say, less than truthful?

Go through those things and let us know if it still persists.

now at 1.5 mb. other games at 12mb
