For many many years there is group of people probably some families who escaped but they have been sending over balloons with usb sticks and mobile devices by the millions to bring information to N Korea.
Maybe one discovered Steam could be Kim Jong

Also valve recently added the ability to have Korea, democratic people's republic as your country on your profile.

I don't think anyone would risk their life by using something that is banned in N.Korea for something as trivial as gaming. Any access you see to Steam is almost certainly tourists connecting from hotels. The internet is strictly limited in N.Korea and pretty much only the government has access to it. The government most likely does have hackers on Steam though. It is also rumoured that Kim himself has a Steam account. Huge bonus points to you if you can find it!

I was going to make a comedy response, but serious answer: likely one of the internal police/propaganda ministries monitoring Steam as just another media channel for dissent, foreign mentions/collusion, and current events in pop culture.

The very few geolocations are most likely government office buildings with their own subnets instead of individual end users. I doubt that the Dear Leader and Supreme General is logging in from daddy's old shag pad, because the military has really good geolocation intel capabilities, and we could have a Tomahawk there in like five minutes - would be a downright Darwinesque breach of opsec.

Yes, well, he could really stand to play something more relaxing. Make a farm in Stardew Valley - or maybe Undertale would get him to give up the idea of nukes.
