I don't think you can, otherwise everyone would be able to join.

SteamWorks is only for developers who have a product that is ready to be added to the platform and to do that costs money. You can't join it, reap benefits for free whilst toying with the idea of publishing games down the line.

You only need to register if you're good to go with your product(s) or be prepared to pay the entry fee and just sit on an idle game until later.
