Remove one then make the other the dedicated.

In SLI, you need two cards that have the same GPU. They don't have to be from the same manufacturer, they just have to both be gtx 1060.
Same card as I have very good gpu.
The additional graphics card must have a GPU that is different from your SLI GPUs and must be NVIDIA PhysX capable (GeForce 8 series and higher with at least 256MB of memory). For example, two GeForce GTX 1060 GPUs in SLI and a GeForce 9XXX GT is a supported configuration.

Determin your power needs as well
Ask in the game's forum. There are no 'magic' ways to do this. Setting the monitor you want the game displayed on as primary in your OS's display settings generally works. Or the game itself has an option in their graphics settings where you can select the videocard you want to use as display.
But every game will be different. So basically the answer to your question is: It depends.
This is such a disappointing and weird answer. Its a weird question as well - I'm not sure whether you can run two instances of Steam, however choosing a single GPU is a different matter altogether.
But the easiest way to do this is usually to go to whatever program or utilty the graphics card(s) use and set them to be used when a certain game starts. You can use these to brute force a number of settings.
