Did steam change their refund policy?
requested a refund for a game that i couldn't get working ( spend like a large amount of time trying different things to try to get the game not to crash on launch) and when i requested a refund it said that they usually don't refund games that have been purchased more then 14 days. last time i had to refund something it said it had to have been played less than an hour and not be more than a year after purchase.

The policy has been the same since they implemented refunds.

This.

The refund has to be requested with in 14 days of purchase with less then two hours of play time. If you are past either of those, then you are out-side the refund policy.

That has been the same refund policy since the refund system was added by Valve.

During the first week or two, they were lenient enough to refund purchases from several months ago, but that was never part of the policy, only temporary to prevent complaints like "I bought this game shortly before the refunds were a thing! No fair!"

You can see an archive of the first published version of the refund policy on 2nd June 2015, and confirm for yourself that it's basically identical to what's there today: http://web.archive.org/web/20150602175459/https://store.steampowered.com/steam_refunds/
