I had the same issue with my 2080 Super. It is designed to stay cool when idle/low usage, then the fan speeds up when it reaches a specific temperature. There is a setting in the software where you can choose a different profile.
I set mine to always be on as it kept turning on an off during Dark Souls. Playing, then "tink!" a few seconds latter "tink!". It kept doing it, repeatedly, as the fan cooled it back down, then it warmed back up.

I went with the Stealth setting, then modified it a bit.
Now the fan is constantly on and speeds up with the temp.
My card has RBG lighting on it and settings for that as well. I love how I set it up as it is blue when cool and red when getting too hot. Most games are a violet color. A nice, visual way, to keep an eye on the GPU temp.
