It will be coming back to Steam, after they get everything fixed for the transition away from GFWL.

So to explain the game coming back on Steam March 19th 2020 which is stated by Rockstar. It will be called the GTA 4 complete edition, as you will get the expansion as well with the game.
The issue is, Rockstar too **** lazy to implement their own multiplayer solution, as it currently rely on using the Microsoft Game-For-Windows-Live, which means only people that bought a copy physically, and digitally before they ran out of CD keys for the GFWL can play the multiplayer feature. Their solution is to remove the GFWL, which then in return disable the the multiplayer feature, Which then no one can play the multiplayer. Single player works fine without needing a key for GFWL, as you won't be able to play online multiplayer that's all. You may ask Rockstar why do this anyways, just put a notice stating ran out of keys, and sell game as is, problem is that, they just wanted to remove Microsoft DRM from their game, but not willing to put any real effort in solving the multiplayer issue once removed the GFWL.
The complete edition will lack the multiplayer feature, but you have everything else strictly a single player game. Also everyone will be losing even more music in the complete edition, due to music licensing. But I assume someone may put effort in restoring the music, hopefully, for exisitng mods for GTA 4, they may break, or not due to the new complete edition.

Grand Theft Auto: Episodes from Liberty City will be removed and replaced with GTAIV: Complete Edition in the launcher library. Update file size is expected to be approximately 22GB
Grand Theft Auto IV owners will download content from Grand Theft Auto: Episodes from Liberty City and their game will update to GTAIV: Complete Edition. Update file size is expected to be approximately 6GB
I've done an 'cache integrity check' and one file has failed, which is re-downloading now.
Will update if this fixes the issue.
Seems to have done the trick and fixed the bad file - game has been stable for roughly 2 hours.
So on Steam there is an easy fix for once.
