there is also the multiplayer standalone of gwent
"Gwent: The Witcher Card Game"; it's free to play, but it isn't a steam game.
Not exactly a card game but a game that features a mode with "cards".
Awesome game and you don't need the DLCs to get all achievements or to enjoy it :)
Actually I have yet to find any of these P2W card games. All I played so far let you get every card with enough time. You just won't be top ranks for a while or ever, but there are enough F2P players to have fun to play against.
Added bonus: Whatever expansion you buy here, you can unlock that on the mobile version too so you can play the same on your phone.
Free to Play card games just take time to get all the cards, but you don't *have* to purchase them.
Paid card games have all cards in them, though some may offer expansions in the form of DLC. That said, those expansions are the same expansions as for the physical versions and not required. Often enough expansions offer a new mechanic.
Examples are:
Sentinels of the Multiverse
Cat Lady
Mystic Vale
Ascension
Star Realms
Cthulhu Realms
Shards of Infinity
Edit:
It’s on gog by the way
