Steam supported XP for about 5 years after MS removed extended support.
https://en.wikipedia.org/wiki/Windows_XP
Extended support ended on April 8, 2014
https://www.pcgamer.com/steam-will-drop-windows-xp-and-vista-support-at-the-end-of-the-year/
"Games will continue to run on Steam until the end of the year, but as of January 1, 2019, it's all over."
The only thing I can see is if Steam updates Chromium for some reason (likely security or something broke) that may cause it to happen sooner, but I don't see that happening, imho.
And with Windows 7 being used by over 33% of Steam users, that is just another reason for them to keep supporting Windows 7 and latter.

From the hardware survey Spawn of totoro linked:
I'd say those nrs suggest peeps are returning back to 7 from 10 and 8 is not even on the radar.
I know I will never be on 10 in my lifetime. I removed it three times when it was released and I am not going back despite it being free of charge.
I've never heard of them charging for updates after extended support was over.
Also Notice on the hardware survey:
Simplified Chinese 37.87% +14.43%
Seems very likely the Windows 7 boost is tied to a large boost of the Chinese user base in December. If you look at previous months as well in Wayback machine you'll notice English and W10 and Chinese and W7 are pretty tied together.
If Jan sees another big boost for Chinese we'll likely see the same for Windows 7 even though it's no longer supported. Outside of that region, it really means nothing though.
Still I would not say it means nothing ... it does mean that currently 1 steamuser in 3 is on 7 instead of 1 in 5 previously.
Companys etc. which are using win 7 have to pay for extended support if they want to get security updates for win 7.......if they for some reason have not yet switched to a newer OS.
BTW: The Headline of the thread is somewhat misleading, as google updates chrome all the time and wont stop that until they drop chrome once and for all (which wont happen so fast i think).
My Dad's Laptop has just stated that it's no longer being Supported...
& that he was Warned about keeping Windows 7 around...
All the different things that will no longer function, nor be Updated,
& we already know Windows 10 is not only going to start costing money,
but it's also going to be like $300 now to get a Copy of Windows 10...
Congrats on hold out as long as you can with Windows 7,
you must now pay the consequences of your actions with a large cost of Upgrades...
How Lucky do you feel? o_@
Again, Windows 10 has only gotten worst over time, at first for like a good while
the Platform was actually a really nice Upgrade from Windows 7, but the fact
with those Auto Upgrades in place... They make Windows 10 a pretty bad
Platform, & it sucks that only until now, are we able to actually Stop an Upgrade
from taking Place, & I don't even know how I would even do this? As
i've not seen much changes to my Windows Settings yet, :(
Windows 7 was a much better platform, I get that, but it's gone now,
& because of this, anyone who refused to Upgrade to Windows 10, will
more then likely be the ones who will be impacted by the Change more
then anyone, because we chose to make the jump earlier, & just
decided to deal with it, while you guys aren't given the choice anymore,
& have to make the jump, it just seems you'll get the worst of it...
The Current Version of STEAM on Windows 7, will still continue to support Windows 7,
& so will the Games, however, because This Platform Auto-Updates, &
so do the Games on it... You can't stop the Platform from cutting ties with
Windows 7... Your only luck is to cut Internet Support entirely from the
Platform, & hope your Games are still functional in Offline Mode...
And it seems, even in Offline Mode, STEAM can still Update, if your connected
to the Internet, which I found out the hard way... So when you use STEAM,
you may want your PC in Airplane Mode, or something from now on, where
your Temporarily Offline...
Once a Single Update to STEAM Hits, or even a Single Update to
any of your Games hit... You will no longer be able to use the Services again
on Windows 7... So the earlier you cut ties to Online Support, the better
your chances are with STEAM on Windows 7...
It would be more or less the same as with xp.
At some point chrome might use hardware/software features which are not supported by the os/hardware anymore, and when valve switches to that version in the steam client (as you might know, steam is using chromium as its webrenderer) it would need to drop the support for that OS at the latest.
previous versions of Windows does not Support that at all...
& there are Games that will utilize this new Format...
So basically, it is just STEAM cutting ties to Older Systems, & moving
forwards with Newer more Upgraded Systems for now on...
Newer Systems, means Improved Hardware, & improved Drivers, & such,
Cutting ties to Windows 7, means STEAM can now focus entirely on
the New Format, & not have to worry about Backwards Comp. anymore...
They no longer have to worry about Direct X 9, Open GL, or Mantle anymore,
they can start focusing on Direct X 12 & Vulkan entirely in all newer Games...
This is actually a good thing, however, while it is a good thing?
Usually you need the Platforms to be a good solid running Platform,
before you even think about starting to jumping into things like that...
But in this case? It's not? & the Platform just seems as if it's only getting worst...
& to make matters worst, STEAM is sorta falling apart by Marketing Decisions,
of which are good for some people, & bad for other people, too...
So all we can really do here, is just take the changes with a grain of salt,
& just deal with it, in a way that won't have us splitting hairs over, o_@
Either way, you can like the changes, or hate them, but in the end, the changes
have already been made, & it does not seem like they are willing to allow
going back, so even if we don't like the changes, there really isn't much
we can do... But move on...
You know.....the developers of games could have decided to use dx12 etc. exclusive on games for years, they do not have to wait for a client to drop support for other stuff (like supporting a specific OS) to use that.
I was just looking at my system info on Steam then the compare my system ie global stats
there it was interesting to see how many running windows 10 verses windows 7 a lot have actually rolled back from 10 to 7 like I did. This is Steam users
click on windows 10
https://store.steampowered.com/hwsurvey/
Windows 10 64 bit. 61.09%-13.14%< minus
Windows 7 64 bit. 33.04%+14.57% <plus
Windows 8.1 64 bit. 1.79%-0.56%
Windows 7. 60%-0.20%
Windows 8 64 bit. 0.14%-0.04%
Windows 100. 13%-0.03%
It is not about weather they could have, or weather they chose to,
do DX12 with some Games, & others not, or if they offered multiple
formats in their Games at all...
It's that right now, Game Devs. are more Focused on DX12 & Vulkan,
if they got stuck making Games in Multiple Formats? This prevents
the Developers from the main focus, it takes more time out of their
Development Process, & such... Causing things to get left out...
Going fully DX12 or Fully Vulkan Support, means the Games will
only run in this Format, & you need the Hardware to support it, &
this would give Devs. a lot more time to work on Game Developments,
& also give Game Devs. more time to include things they couldn't do
before, & also have things fixed a lot faster, too...
It's a Good thing to do this...
It is just that, DX12 & Vulkan do not run on older Windows Platforms...
All it really means, is that we are looking at a Gaming Evolution here
taking Place, & the Devs. Deciding they want to push out twards this
new Evolution, & drop support for things they had been doing in the
Past...
It is the same as when they dropped support for x86 aka 32 Bit Applications
in the Past, & went strictly x64 Bit now...
Again, you are right, there is no reason they can't just have both,
& keep Windows 7 around, but I mean, it really just comes down
to them doing what they felt was best for the Future of where their
Viewer's or Gamer's will be at... & it was a choice they made, &
I can't really hold a gun, & tell them to change their mind, haha...
