security is not the issue, the end user is the issue. they are the weakest link
I don't use 2 Authenticator at all, & I don't want STEAM to Require my Phone,
as a matter of fact, i'd rather get rid of my Phone, thank you very much...
2ndly, STEAM has too much Security already, almost everything I do
requires some form of Security Check, or Security Task to be done, it
is technically getting Annoying...
Bots on STEAM? If you want this to Stop, a better Solution might be,
having some more Privacy Settings offered to us, instead, such as an
Option to have our Real Names set Private, but our Gamer Names set
to Public...
Things like, allow only us to Add Friends, & have everyone else blocked...
Or something along the lines of... Block Everyone, except such, & such...
E-Mails, & Instant Messangers in the Past did a great Job preventing this,
why can't a Newer much more Modern Platform Prevent these things?
Nothing more and certainly nothing more sinister. Stop trying to crusade.

People willingly GIVE AWAY the login and security codes for their accounts.
That's the weak point: people are dumb as hell.
Also, you should probably remove the words "reputable high level" out of your mind, because there's no such thing as 'reputable'. A high level account can have been abandoned for years, after 'accidentally' getting 'lost' to a scam site. Their information might have gone out of the hands of the owner years and years before, or in a fit of, you guessed it, stupid greed more recently.
Level of account only means 'i've bought a bunch of games and participate a lot online' - but it doesn't mean 'i pay attention to where my security information goes'.
If you suspect they've been stolen, report them and move on. If and only if you know them in real life, contact the owner of the account on a different system than steam or discord to tell them to fix their stuff. Other than that, who cares? Just block and move on, or just move on.

I know it's frustrating, but it's not especially a problem unique to Steam. If you want to avoid unwanted spam or crap, you HAVE to have some diligence in covering or protecting yourself.
So, don't even visit crappy off-Steam trading sites as they will hound you, even if you bought or traded nothing.You think a questionable site isn't going to sell your metadata?
And protect your Steam account from view. It's not any big deal, as the only people who need to see anything you want to trade are people you can just use the trade market for anyway.
So, put your inventory as private. I don't think you need to put your actual profile private, as I haven't got mine private and I don't think I ever have, yet I don't receive spam.
Basically, its YOUR habits that need changing, OP as it's far easier than to change a whole wedge of society.
