Who controls the display of metacritic on the store page?

As per title

I know many of you do not place any stock in metacritic as a score. I personally don't but I do find it useful as a convenient source to see the list of critic reviews for research.

That's beside the point of my question however. So who controls the display of the metacritic score(assuming one is available) on the steam store page? The developer/publisher or Steam?

I think every game has it, apart from the ones that don't have a score.

Some don't despite having a meta score. As such, I'm wondering who controls its display because in steamdb, its addition and removal can be seen but does not indicate who does it.

Do you have a source for that? I believe you but there are those out there who think that it is entirely under Steam's control and Steam alone.

So valve does the technical portion but the decision whether to display or remove it lies with the developer or publisher?

The dev publisher decides if the meta score appears on the store page

They can choose to show it or not. It’s not a requirement it’s simply an optional feature on the page

In the steamworks manual about editing a store page:

A bit down the page is a video tutorial on how to set up a product page, around 5:25 in it is covering the basic details page that includes the field to fill in to link to the appropriate product page on metacritic if desired (don't think he specifically discusses it during that tutorial though).
