Yes, and we know that. Unfortunately, often enough people don't look further than "big corp - EVIL!!!".
But you shouldn't be that astonished. It falls in the same category as "a youtuber said it, so it must be true". Don't know which thread it was last week, but it came up.
To be honest with you, I am pretty shocked at how many Loli groups there are on Steam. I would have thought Steam would shut them down. These are the last people you want on Steam proudly advertising how sick they are.

Well consider this. YOu've had decades of various media telling people exactly that.
It's always the scrappy team of misfits that's the good guys not the the team of well equipped, coordinated players that have been practicing day in day out for years.
It's always the rebels that are the good guys.
Corporations are nameless faceless bad guys almost universally, likely because of the Gestalt effect., and the need to project certain narrative patterns in western story-telling.

Also as has been said repeatedly its not enough for devs to call it an all ages version especially when they are adding the Nudity and Sexual content tags to it seeing as no games with those tags are all ages by definition.
If the reason for the bans is actually the latter that would mean the bans have less to do with the "underage stuff" and more to do with the devs just not properly disclosing what was in their games.
I don't think there's any way to know the official reason, though, so unless the official reason is made public all we can do is speculate.
And therein lies the rub. We only hear about it from one side.: the devs who are paraphrasing the statement they got from Valve.
and once again, Sexual Content is defined by more than just nudity and sex.. every aspect of the games presentation has to be taken into consideration, especially when it contains minors and if you look at the trailer several characters are clearly representative of someone under the age on consent..
because we live in the era of the entitlement generation..
not to mention often saying some things that have trouble when upheld to logical analysis..
Besides you're considering it an unified 'industry' when it's far from it. There's as much of an 'anime industry' as there's an FPS one.
And last, what you ask for has existed for ages. People still wanted anime games to be on Steam (and now GOG is following them too) and bought them there regardless.
Don't forget 'greedy' they're always also greedy.
