Are there no restrictions or moderation of the workshop mods?
For a month now when I select "Tropico 5" in my Library I get spammed by this right at the top of the page:

How is this not spam? I understand trying to be as free and open as possible but this is looks like the literal definition of spam. Uninformative, repetitive, and downright ugly to behold.

And yet, you have not reported them...

If you feel they are spam, please report them on their workshop page, using the report flag.

I did, it was ignored.

That's what lead me to believe that Steam has a policy allowing any rampant spamming of workshop mods.

Then I guess this is a better question: Is this something moderators even look at or filter?

I may have assumed since it was obvious that it was getting a sort of passive approval.

Yes Valve do pay attention to workshop reports. I've seen the report section cleaned out plenty of times.
