They are tied to the account so purchased/activated on and cannot be moved to another account.

There is usually a way to fix the "content servers unreeachable" error, and the community can try to help you with that in the correct forum, if you wish.
2.Battle net has only 10 games on the client itself, which these 10 are not on Steam, or anywhere else, but Battle net.
3. There's many platforms, other than Steam, and Battle net, just doing a simple Google search can bring them up.
4. You should look into the root cause of "content server unreachable" , as normally it's people who setup custom DNS servers, blocking/custom ports, antivirus blocking connection, or interfering with your connection, or etc... This also same problem exists on Battle net, as well many other platforms, and it's always the same case due to the end user, or ISP.
Any such service would be driven from Battle.net similar to how GoG connet works (GoG convinces a few publishers that if someone owns something on Steam GoG should be able to give them a license for it on GoG, you link your accounts over at GoG and then you get the extra licenses).
Just as soon as you can find a game on Steam that magically exists on Battle net so you can transfer it over
