Yup. Because "removing" a game from your account does not really remove it.
It just deactivates the license and hides the game in your library. But the key is still locked to your account and if you buy the game again it will just reactivate the old license.
Its the same as restoring the license yourself with the Support page.
Damn, that's a little ridiculious.
One reason is so people don't bypass bans by trying to use a different key then they one they were banned on.

Makes total sense actually. never been a cheater so I wouldn't have known haha. it's just for assassins creed 2 lol.

If you actually use your brain and stop forgetting stuff you wouldn't be in this situation.
That, mate, is not entirely true. For games that cost $0,01 to $ $0,40 (or even costlier ones that get in this price range on sale or in bundles) would be better to do the process of cycling the game and farm the cards again and again. So, to avoid the 1:2 BS trading headache or having cards without paying fees that triple their base price.
Anyway, that is not my issue. I got a second copy (activation code) of a game that also activates DLCs and wanted to know how to redeem it and if removed and re-added would have given me new card drops just to get the most value from it.

It is correct, that if you remove a game that was purchased on Steam, your Steam account will receive the same CD Key it was initially assigned if you purchase it again in the future. (c) Steam support.
I think it's not fair that when I buy the game again I get the same key. The situations can be different and if the game is not "fresh" it's hard to find a new key for it.
