Refunds during sales
Steam refund faq states you can refund a game during a sale to get the better price, this can only be a gesture of godwill from steam to us as its more then our consumer rights give us (relating to pc games)
However, the standard refund criteria are still in force.......The only scenario someone would want this type of refund is if they LIKED the game, so needing the game time to be under two hours seems mental.

Would realy like this cleared up

The 2 by 2 rule still applies.

Most don't even start the game until after the sale ends.

Not at all. Not everyone goes HAM on their newest purchase. And there are cases where support was a bit more lenient with the playtime requirement for on-sale games.

Guys, lets be reasonable here. Two hours is what i would consider a "barely acceptable" amount of time to test a game, after this youll decide to keep or not.
For this scenario we are in the keep group.
Then over a few days you play some more......Enter Steam sale
At this point How many people who bought a game and kept it will be under two hours?

I guess the answer will be a small percent, making it an offer steam knows it wont have to follow through on

2hours within 14days from you buy a game, is more than enough to see if your computer can handle the game. Valves refundpolicy is a "without any questions asked" refund, as far as I know, no other platform has a better refundpolicy.

The refund policy mainly exist in case you have issues with the product that cannot be solved within 2 hours and 2 weeks since purchase. It wasn't made to demoing games.

Im not saying anyone does, i love steams refund policy and it makes steam the only place to buy games, We clear on this.

My issue is that steam say the refund policy includes X feature when it realy doesnt

The Refund policy is also to get money back on a game you ended up not liking, but you need to make that decision with in 2 hours.

You took that part out of context.
Abuse
Refunds are designed to remove the risk from purchasing titles on Steam—not as a way to get free games. If it appears to us that you are abusing refunds, we may stop offering them to you. We do not consider it abuse to request a refund on a title that was purchased just before a sale and then immediately rebuying that title for the sale price.

If you do refund because you want to rebuy, it's not counting towards what could look like abuse, that is what Valve promise you.

I bought a game right before it went on sale. Can I get a refund and repurchase it at the sale price?

Yes.

If you have not already requested a refund, make sure the purchase is eligible and submit a request here.

Please note that approved refunds may take up to 7 days to process.
