There is an easy way to test if it is software that is causing it. Boot into safe mode with networking enabled.
If you can use Steam fine there, without being disconnected, then it's surely a software conflict in a normal boot that is causing it, and therefore reinstalling Steam will solve nothing. Steam can be repaired anyway, if there is ever an issue with Steam, without the need to uninstall it anyway.

Check msconfig (Windows Start Menu/Apps) for any background processes that might be related to Total Security also, as those can sometimes remain hidden and running in the background. So depending on the AV you use and its features, these processes, if they are active, can still cause issues, even if the AV itself has the proper settings.

Discord sould not be an issue. But a safe boot test will also help to confirm that.
There is an easy way to test for software conflicts :
Boot the PC into safe mode with networking. Test Steam there. If it works fine in safe mode with networking, some software conflict surely exists with Steam in a normal boot.
You just have to find it and correct it.
There can be other issues, not just software maybe, that can cause Steam disconnects.
Such and router security/firewalls, the router itself, drivers being out of date/not installed, etc.

I would suggest searching the Help and Tips forum using the search box, though, instead of here, or in addition to here, if you wish.
Discord might consume bandwidth though, and if you have poor internet service, as it seems you did say that above, that might be the reason why you saw improvement by closing Discord.
