I buy games on Steam using Pay Pal. I have never asked for a refund however, accidently did and went through fun games to stop it as I wanted to the game.
But with any transactions using Pay Pal you can contact Pay Pal for any conflicts or refunds activity in progress. Its called" Buyer protection. "
You should receive email?
File a dispute with PayPal to have Steam make good on the transaction, and if Steam fails to do so, PayPal may refund your money. Or please explain. You get the opportunity to exchange emails and find out what is your rights with digital refunds.
This protection is only available on tangible items.
As soon I have requested a refund for an item Pay Pal contacts me and lets me know they are watching and if I need help with resolving it reply to their email.

A dispute will get the account locked.
That has nothing to do with the OP's issues either as the refund was approved and the funds have been recived in their Paypal account. The OP is asking about Paypal back to Bank.
You will need to contact Paypal and ask. I am unsure how they deal with refunds.

Here’s how to withdraw money from your PayPal balance to your local bank account:
Click Transfer Money near the top of the page.
Select where you're transferring the money from, and then select to where you're transferring the money.
Choose an amount you want to transfer.
Click Continue.
Review your request, and then click Transfer.
There’s no charge to withdraw money from your PayPal balance to your local bank account. Some banks may charge a fee for transfers. Contact your bank directly for more information.
Depending on the bank, it can take 3-4 business days for your money to appear in your bank account.
A. Back to Steam wallet.
B. Back to where the funds came from, if from banking, credit card, PayPal, or etc...
When they reply, and if you get approval for a refund, they tell you when the funds is usable on Steam wallet if selected wallet option, or letting you know they're processing your refund back where it came from.
Please note the time it takes to transfer back to from other options, such as bank, and etc, will take business/work/week days. If you're not sure what business/work/week days are, they're Monday to Friday, as for Saturday, and Sunday do not count, it takes a few work days to process it, so if you done it on late night Friday, or over the weekend, you be waiting a few days before the processing start to get your money back. The other issue is how quick does your bank, CC, or etc that you selected takes to process your transactions, which the whole process can take upto two/three weeks, but normally 3 - 7 days.
To be clear about bank/cc/etc > PayPal > Steam if you did a refund it will go Steam > PayPal > bank/cc/etc. If funds were on PayPal already or was added to PayPal, before sending to Steam, it will go back to PayPal only. So if you just login to PayPal, and you have nothing on the PayPal account it will pulls funds from your bank, or etc, to Steam, refund it goes back exactly where it came from, which would be bank, or etc.
Now if you don't see your funds return after a period of time, check your PayPal if nothing wrong on their end, and they did send the funds back to you, check your bank, or etc whatever method you used to pay, and find out what's the issue, ask them if there's anything pending for incoming to you.
Now if there's an issue with your bank, or etc, your funds should be stuck on PayPal end, and may get a email notification about it.
