These people would most certainly think the anime sexually suggestive games on steam are porn. Since they are even more crudely humoured and sexually overt than any of the above things.
But, clearly Valve/Steam disagrees and allows highly sexually suggestive content. Nudity. Even Nudity with sexual teasing content. Valve does not seem to think those things are porn. However, Steam doesn't allow games that are actually porn (by whatever definition Valve uses for porn). But probably things like graphic penetration and such would be over the line.
So you can report those and something will likely be done.
If its just the sexually suggestive/lingerie/nude-teasing games without actual "sex" in them... then just block "Visual Novels" or "anime" term in your Steam preferences and you shouldn't see those things anymore.

It is mild nudity and suggestion at best(Ecchi), but i guess they use it in the games name for stupid gamers to buy them waiting to see real Hentai.
It's a cash grab playing on some gamers gullibility.
So you can't look it up because you're on your "work wifi" but then your IT department is going to see that you've been participating in online discussions about Hentai. Hmmm.

It basicly say's nothing really changed. Porn, in this case Hentai as is OP's question is still not allowed on Steam.

And you left out the illegal part.
Selling adult material such as Hentai and Porn to minors would be illegal in the US and most other countries.
The issue is people are reading it the way they want to see it and not how it may actualy be.
But isnt there an age gate to sign up for steam in the first place??? It is up to the users discretion not steams

It isn't though. There are laws that have to be followed, especialy for the sale of such material.
To create a Steam account you need to be 13 or older as a anyone under can not be bound to such an agreement.
yes, doesnt valve already have geo filters set up for this kind of thing? it would be the same like how i cant activate specific keys when i visit Japan and have to wait til i get back
