How about delete the game, reinstall it, don't apply any patches, just start it up, and look around the main menu, or the about section in game, might tell you in game.
On Steam? Nowhere. As I said, you alway get the latest version, so there is no need for it.
In the game you should be able to see it in the main menu somewhere.
One i do not have any patches on the game and Two I should have a Command Console if the patch was ingame Already.
Press shift and ` to open the console.
