Is this scam?

Someone said he reported me for having a duped item but it was mistake and siad I need to prove that my item is in a good condition or my account will be ban then he sent me a link and said "The Program: System Database will clarify if your items are in good condition" and "Please notify me when you're done submitting so i can send the script to run the program. I will notify you immediately if i receive the results log."

Yes it's a scam. There is NO item verification. Ever. Under any circumstances.

Report the profile and any profiles it directs you to trade with.

also, yeah, there's no such thing as "item verification". All the virtual items already "exist" on Steam's own servers; if Valve needed to verify items they wouldn't need to ask you.

Users claiming to be a Valve employee, accounts asking to verify your items, and users who send you a message which insist you need to trade your items to them for investigation or security reasons should immediately be reported for trade scams.

How does one prove that a completely digital item is in ''good condition''???

That should have been the first red flag there, last I checked digital items don't degrade.
