How many refunds does Steam consider too many?
To preface this question, I am not in any situation involving this, I have only at the most refunded 3 games in a single month, and even that is a rare occurence that only happened years ago. I'm asking this out of curiosity, and maybe for future reference if I ever do go overboard with spending due to sales.

Does anyone here actually know or is it on a case by case basis?

There is no limit that is known. Just too many in a short amount of time.

They will warn you 2x if you do it a lot. The 3rd time in a short period of time, they cut you off from future refund requests.

Ah thanks, didn't know there were warnings. Hope it never comes to that, but at least I know now.

We've seen users lose the refund ability a few times already.

Don't abuse your refund ability. A friend was banned from refunds for 1 year because he refunded five games in a two week period.

Yeah don't worry I won't abuse them. I was just unsure at what point it starts to be considered abuse.

Refunds are designed to remove the risk from purchasing titles on Steam—not as a way to get free games. If it appears to us that you are abusing refunds, we may stop offering them to you. We do not consider it abuse to request a refund on a title that was purchased just before a sale and then immediately rebuying that title for the sale price.

Making several refunds quickly, during a sale as to the above clause in the policy, is a totally different story.

Seems to be frequency more than amount. Seemed I got a warning when I had 6 refunds in 2 weeks. Seemed to reset after a few months. Not really had a warning since but it's now fairly rare that I refund. I just consider most games a scam until proven otherwise now. That slowed the refunds down considerably.
