You should be looking at the older games, namely NFS Underground 1 and NFS Underground 2
Those are based more around the "your personal car" idea, instead of the newer "car collection" model, with tons of visual and performance upgrades. Heck Underground 1 had only one car slot available at a time and you would have to trade yours for another (recieving or paying extra for the class difference) if you want to change what you drive. And Underground 2 had only 5 slots for different cars in the story mode.
Also those two games are from the better days of EA for people who hate their new monetization practices. But they are not on Steam (as most EA games aren't)
