Disable comments in your profile.
Change your Profile nickname and also your image.
You could also make your whole profile private for a while including all your games and inventory.
Go invisible from chat & friends menu the arrow next to your name you will look offline to everyone.
Bullies will only continue to bother you if you give them some air.
Agree report them with some proof of a screenshot in any comments as it is definately against Steam rules to name and shame or threaten a steam member.
Regardless if it is in your profile comments or on a discussions page. Steam has like 200 million members so you need to becareful what you say in type.

A few things I will agree on. This person doesn't have to disable comments on the profile so much as restrict it to friends.
You are also right about reporting them, but if it is in the forums, I don't think some of the more serious offenses get taken as seriously as they should. That guide you linked to says that you're not to imply others are pirating stuff, but I've seen someone repeated try to accuse others of piracy and get away with it, which is something I get the feeling someone might have been reported for because he knew he wasn't supposed to do because he not only posted the same guide, but quoted that section.
You're also right about not naming and shaming. In fact, my avatar was meant to drive the person in question bonkers, but it's worth bringing up no name was given for a few reasons. Seeing people freak out over it when everyone else seems to have no issue with my politely worded request is hilarious. Next, you've name changes and people sharing the same username making that seem kind of pointless. Then there's the obvious rule violation it would be if I had put a name there.
As for the number of users, I estimated it to be about 200 million right now, but I've heard Steam has crossed the one billion mark.
IMO you should consider blocking them and not let your online fun get ruined like this.
Some years ago I owned a big group on Steam and frequently got involved in this sort of issue. Trust me, OP, when I say there is no way you can actually hide. And you shouldn't have to. Just block them. If they create a new profile, block that. Never talk to them. Just keep on blocking.
After about six months 99% of them give up. it's usually best to unblock them at that stage because that destroys all connections between you and them..

OP went full on “road rage” in that post over a simple discussion that he started the toxicity in, and now comes here playing the victim.
It is better for the community that he leaves Steam imho.
However if you're as rude as you are in your post history, If you can't handle people like that you shouldn't post the way you do, insulting people etc, You draw attention to yourself then. Don't jump into the pan if you can't handle the heat.
Or you don't read the full thread or you simply don't understand what bullying is. He not say nothing toxic. Just explains what happend in the game and people start answering that is his fault. Not enough, someone start to say to he is a baby crying, etc... etc... Not all people reacts in the same way in front of many other people saying you are a bad player, a child crying, etc... If is a young person, or idk what, that things can affect in other ways than the mature natural response. You don`t help in anyway saying, yes, please, leave Steam when the people that needs to leave are the ones like you. The ones that have no idea about how people can react to others people jokes, bullying, or whatever stupid things happend. If you don't gonna help in anyway, i not say leave Steam but at least don't put more ♥♥♥♥ here.
