EDIT..................
You can edit posts if you wish, but please.........don't multipost.
Update to what, your Steam or Windows ?
You can see them in msconfig, running that process from Windows Start. Those McAfee processes are poison for Steam and games, for many users.
“Failed to Load SteamUI.dll”
https://steamcommunity.com/discussions/forum/search/?gidforum=882959061466924237&include_deleted=1&q=%E2%80%9CFailed+to+Load+SteamUI.dll%E2%80%9D
Click on that and allow it to load the results. Go through the threads and see if you can find anything that might help you also. Often, the forum search, for this type of error, can be the best source of help to your problem.
McAfee Product Removal Tool

The user has to go through all that nonsense to fully get rid of it.
If you absolutely must keep McAfee, you need to be SURE it is totally leaving Steam and games alone in real-time scanning, and check msconfig from Windows Start and see the services tab there. You will surely see those other processes I am speaking of.
EDIT......................
Also, I totally missed it above. Did you just say you have both McAfee AND Avast ?
That is another issue. You can't have more than one antivirus on your PC. That can cause all kinds of problems. They can even conflict with each other.
Any and all security processes need to be totally ignoring Steam and games in real-time scanning. And there can still be other software that can cause problems with Steam or games, but security programs and processes are very important ones to make sure are not.
You can have free versions of many antivirus programs also, if you wish. What antivirus you have is up to you. It just needs to be leaving Steam and games alone in real time.
And sadly, even after you resolve all software conflicts (yes, you might have others. we have not even explored that yet), then there may be even more steps to take.
For example, you might have to fix any damage all those processes may have caused.
Sometimes this is as easy as reinstalling Steam over the existing path, but DO NOT uninstall Steam first, if you do this.
Again, you have to resolve all software conflicts first, and foremost.
Then, feel free to see this, and I have to check back on the thread tomorrow, but other may post to try to help you further :
