Private and Friends only show as level 0, so you can't really judge based on the displayed level.
Limited accounts can only post in the game hubs of games they own, free to play games and the general Steam Discussions, so most accounts posting in a game hub are hijacked accounts, likely over level 1.

I may have mistaken "Posting frequently in the Steam Discussions" for it though, but there are other limitations for such accounts posting as well.
It was culled out since, ultimately, while it does please the level elitists, it offered a worse experience to F2P users, already damaged by justified limitations (friend adding, for example).
While other colleagues will be more accurate than me, the advertising scams are made by levels above 0, mainly stolen or sold accounts.
Making such a rule would not stop that in the slightest, I'm afraid.
Force users to that subforum, the volume of threads created there that don’t belong will merely increase. Why would the area for discussing VAC be relevant for banned users, generically, anyway?
Being banned from the VAC servers is enough punishment, no need to take forum access away. They can still have contributions to the forums.
