Why can't Blizzard get these games. Is Blizzard losing it's popularity?

Because studios are investing more and more into their own platforms so they don't need to pay a portion of their sales to third parties. Just like Disney, CBS, HBO, and others are now making their own streaming services so they can offer their products directly.
Your free to, but it means your going to miss out on more and more games as the trend is only going to continue.
Pretty much every major publisher is moving towards their own store for initial releases and then selling the game later down the road on steam. It's not unusual at all, i'm actually kinda surprised its taken this long.
Publishers saw all these streaming services popping up and decided they wanted in on the action. They want to kill the default (Netflix)
And just like with the grocery shrink ray, they hide behind language that their product is somehow bringing more value to the consumer and or market. Epic hides behind the "developers cut" excuse, Ubisoft and EA just don't care what anyone thinks of them, since they'll get the money either way with their tentpole titles.
(Grocery shrink ray is the process of putting less product on the shelf, while charging the same price. They don't advertise the fact the size is going down, but if you read the weight, you'll see it)

Bethesda moved their new game to Steam, such as Doom Eternal, Rage 2, Wolfenstein: Cyberpilot and Wolfenstein: Youngbloodand even Fallout 76.
Activision-Blizzard has their own store for a long time. They are just finally moving things around to have more control of their product and how the store runs. Some may find success, other may fail and return or others may even take their place.
Steam is still getting many game, including popular titles, new IP and high profile (AAA) games.
