Why some games are not family sharable?
Does the publisher/developer decide if the game is sharable or not or is there a specific feature which makes game not sharable?

Yes, it's up to the publisher/developer to decide and if the game needs a third party account it's not possible, a game can only be tied to one account.

What do you mean by 3rd party account? Like Games for windows live or Ubisoft Uplay?

Naturally any game that requires a person to be online while playing, will not be family shareable, due to the fact that one one entity may use the library at a time.

Some game devs opt out due to cheaters bypassing bans using Family Sharing as well.

Aside from what was said (3rd parry accounts and anti-cheat) it is ultimately up to the game's developer if they wish to allow family sharing or not.

Family sharing can work in online games; you just can't play together/at the same time.
